AFAIK you can only copy particle scripts if the particles are active, but you won't get the entire script with options if there are any. The script is captured as the particles and only those parameters are available to the viewer. If you want scripts inside a hud or anywhere else that are no mod...you're out of luck.

Scripts are not copyable, and I personally think they never will be.
Find someone to make you a script if you need one. Other than that, your out of luck.

Scripts are interpreted server-side and (unlike the old days) never downloaded to client (unless it's your/editable script).
