The VIps got it because they stood up and helped pay for the development of the viewer.
LL changed the code, as did firestorm, the whole thing had to be redone from scratch.
Doing a viewer from scratch is difficult, and since all of the old devs quit Sl a long time ago, new outside of SL developers had to be hired.
It took something to the tune of $300 to get the job done.
TMG paid for half of it, Apollo paid for some and the rest came from the VIP and their donations.
That is why they have access to it, because they made it possible.
